为贯彻胡锦涛总书记在建党90周年大会讲话中提出的“源源不断培养造就大批优秀年轻干部”的要求，作为专为国家培养中高级公务员的国家行政学院，整合资源、集中精力，加大了对青年干部尤其是基层青年干部的培训力度。
精挑加严管 全程注重质量
国家行政学院恢复了中断多年的青年干部培训班，并把2011年第11期青干班招生标准提高到了一个崭新的水平：年龄从第10期的40岁以下再度下压至35岁以内，职务由正、副处级干部改为现任正处级干部。并要求各省区市严格执行、宁缺毋滥，其目的在于精挑细选，真正培养一批国家战略储备人才。培训部主任陈岩说，青干班所要培养的战略储备人才，就是有发展潜力的、党和人民信赖的、在关键岗位、关键时刻能够担当重任的英才。
为实现这个目标，国家行政学院调配所有的资源，把青干班设定为学院目前仅有的一年制长班，进行重点打造。学院常务副院长魏礼群指出：青干班有两个目标，一是学院优布局、创品牌、出特色；二是学员强素质、长本领、快成才。
为给每位学员创造潜心学习的环境，学院明确提出要求：调训学员必须全脱产，不再承担所在单位的会议、出访考察等工作，不得安排家属来学院探亲。同时也要求学员学前要制定详细的学习计划，包括列出将要阅读的书目，学后要通过严格的考试考核来检验学习效果。
除完成规定的教学学习外，学院对第11期青干班每位学员的读、写、讲、练提出明确要求：每位学员每月必须读一本书，全年至少读完10本书；每位学员都要有学习研究成果，要在核心期刊公开发表至少1篇论文，在其他刊物至少发表2篇论文；每个人要列出与大家分享或共同探讨的题目，促使学员间相互交流学习；每个人都要有健身计划，在日常锻炼基础上，每人要掌握一项体育技能……为实现这些目标，每个学员都要制定详细的实施方案，其落实情况纳入结业考核内容。
针对第11期青干班特点，学院制定了严格的培训纪律，涉及课堂内外，包括考勤制度、课堂纪律要求和与调训单位组织人事部门的沟通联系制度。学员参加培训活动，原则上不得迟到、早退和请假，更不能旷课。纪律规定：请假3天及以上，必须由各省区市组织部门出具请假函，由学院分管领导批准；一学期请假累计超过5天的，取消评优资格，超过15天的，劝其退学。在课堂上，也有严格的规定：不准随意进出教室、不准接听电话或发送短信、不准随意调换座位……学院每学期要将学员的学习情况，书面反馈给各地干部主管部门。
名师讲精品 提高理论素养
国家行政学院设置了一系列精品课程。首先是重读经典，设置了《资本论》、《共产党宣言》等经典著作的讲解导读。魏礼群说，就是要通过有计划、有重点地研读原著，使青年干部从根本上了解和信服马克思主义的真理性，进一步坚定理想信念；从根本上把握马克思主义的世界观和方法论，进一步坚定政治立场和党性原则，永葆共产党员的先进本色。其次是学习前沿，开设了马克思主义中国化的最新成果——中国特色社会主义理论课程。魏礼群指出，要使学员全面系统、完整、准确地理解中国特色社会主义理论体系，深刻领悟贯穿其中的马克思主义立场、观点、方法，做到真学、真懂、真信、真用，不断增强坚持中国特色社会主义旗帜、道路、理论体系的自觉性和坚定性。其三是研究国情，开设了中共党史、十七届六中全会精神解读等课程，教育青年干部正确认识中国历史和现实。
学院特别重视邀请名师讲授。首先是领导亲自讲课，党的十七届六中全会精神，请中宣部领导亲自讲授；中国特色社会主义法治政府建设课程，由国务院有关领导讲授。其次是权威专家讲授，请中央研究室领导解读胡锦涛总书记在建党90周年大会上的讲话，请国家宗教局原局长、中央社会主义学院党组书记叶小文讲授我国的民族宗教问题，中编办等单位的有关领导也亲自为学员上课。三是资深教授讲课，学院副院长周文彰教授讲授“三观”教育，77岁的老教授徐鸿武讲授《共产党宣言》，学院还请来中央党校、清华大学等学校的教授授课。
在教学方法选择上，学院一是将课堂讲授与课外学习相结合，为鼓励学员自学，学院常务副院长魏礼群、党委书记李建华、副院长周文彰等，亲自为第11期青干班学员推介书目，引导他们多读书、读好书。二是将教授讲解与学员讨论相结合，学院自创了结构化研讨、咖啡论坛等参与性、互动性很强的教学方式，教授只当“教练”，把课堂还给学员，让学员在激烈的讨论中碰撞思维、剖析现象、辨别真伪、掌握知识。三是把必修课程与选修课程相结合，学院每周三开设选修讲座课程，邀请权威人士就当前热点、难点问题进行专题讲授；同时利用网络教学资源，要求学员利用周末、自学等时间，选修30学时以上网络课程，补充课堂教学。
实践出真知 开阔学员视野
实践出真知。学院提倡走出校园，向人民学习。学院组织学员到国家扶贫工作县——河北保定涞源县，与贫困农民同吃同住同劳动，亲身感受目前农村发展现状，倾听百姓心声，向基层干部学习群众工作方法；走进军营，到部队参加军事训练，感受一切行动听指挥的军营生活，向官兵们学习团结协作精神；走进部委，到国家环保部、国家知识产权局、北京市廉政教育基地、海淀区法院、北京市仲裁委……学知识、长见识。
分享成果，向学员学习。除了教学相长外，学员还通过组织读书会、青年干部讲坛、网络课程学习交流等活动，实现学学相长。班级成立读书会，通过嘉宾访谈等形式，大家互相交流对《把信送给加西亚》等著作的学习体会。青年干部讲坛活动，每次确定一个主题，由三五位同学向大家介绍自己的成长故事，既有经验，也有教训，既增进友谊、加深了解，又学习为人处事方法。
自我管理，向实践学习。学院在第11期青干班创新管理方式，实现学员自我管理、民主管理。为此，学员一改培训班班干部任命制，通过直选产生班委，由班委实现班级自我管理。这样不仅发挥了学员的积极性，而且让学员学以致用，一边学民主管理、依法管理理论知识，一边在班级管理中实践，提高了学习效果和管理能力。在问题研究方面，也让学生一边学方法，一边亲身参与，学院各个教学部门分别列出若干热点、前沿研究课题，由学员自我选择、组成课题组，展开调查研究，集体撰写论文，有的教师还让学员参与到自己正在研究的课题中，切身体会课题研究的艰辛和乐趣。陈 敏 丁一楠
