“国际年”是由联合国会员国或某个国际组织向联合国提议，经联合国讨论并作出相应决议而确定的。１９８０年，联合国制定有关“国际年”的原则是：选择的主题必须符合宪章；优先考虑与经济、社会发展及人道主义、人权相关的主题；特别关注发展中国家的情况等。“国际年”的其目的是为了唤起世界公众对全球范围某个问题的关注，提请各国政府和人民为解决该问题加强国际间的合作与交流。                                   国际日
